Project Background

The Victoria Golf Course and Driving Range is Canada’s oldest city-run golf course and continues to be one of the busiest municipal golf courses in the world. Rehabilitation work on the golf course is needed to extend the course lifecycle and improve the overall guest experience.

Project Update - 2021

Phase 2 construction is complete, excluding the outstanding cart path scope located at the 18th hole tee box. Phase 4 construction has been deferred and will be reviewed for prioritization in 2023.

In Phase 4, the open spaces adjacent to the clubhouse will be renewed and improved. Improvements will include operational safety for golfers and pedestrians, surface drainage solutions and increased surface area for cart storage. Golf cart and pedestrian traffic will be separated through respective new accesses and circulation routes. Clubhouse operations will remain active during construction; public access will be provided.

Phase 4

Victoria Clubhouse Open Space Renewal

In Phase 4, the open spaces adjacent to the clubhouse will be renewed and improved. Improvements will include operational safety for golfers and pedestrians, surface drainage solutions, and increased surface area for cart storage. Golf cart and pedestrian traffic will be separated through respective new accesses and circulation routes. Clubhouse operations will remain active during construction; public access will be provided.

Phase 2

Course Rehabilitation and Landscaping

In Phase 2, rehabilitation work focused on improving golf course traffic circulation by upgrading the cart paths. Multiple high-traffic paths were converted to asphalt and designed for better access and circulation. This phase involved some changes to course design to improve drainage and durability, including removal of the sand trap at the 18th hole and redesign of the tee boxes at the 3rd, 12th, 14th, 16th, and 18 holes.

Rehabilitation work improved circulation at the course and included:
- Removal of shale cart paths throughout the golf course
- Re-grading of removal areas
- Replacement with asphalt cart paths
- Restoration to turf in areas where cart paths are no longer needed
- Redesign of tee boxes which includes sub drainage and irrigation

Phase 1

Tee Box Rehabilitation (complete)

In Phase 1, rehabilitation work focused on removal of timbers on and around the tee boxes at the 3rd, 7th, 8th, 13th, 16th and 18th holes.

The project began in 2017 with removal of timbers and contaminated soil bordering the tee boxes
This project improved function of the tee boxes by removing deteriorating creosote timbers, which is a potential safety hazard. Restoration of the areas included:
- Re-grading of areas where soil was removed and installation of new turf
- New shrubs adjacent to select tee boxes
- Installation of a new retaining wall alongside the 18th hole tee box
- New stairs installed at the 16th and 18th holes
Construction of Phase 1 was completed at the end of 2018
