Residential Parking Programs

These programs manage the availability of parking in residential areas experiencing urban growth and increased visitor demand.

Commonwealth Area Residents: To obtain a parking permit, please apply online, below. For additional assistance with your application, please call 311 or email us at restrictedparkingpermits@edmonton.ca.

There are 3 Residential Parking Programs; annual, visitor and temporary. They do not eliminate non-resident or public parking and it does not guarantee residents an on-street parking space.

Conditions and Exceptions

Permits are available to residents of single family homes and multi-family buildings up to and including 3 storeys in height within the program area
Vehicles over 4500 kg it cannot be legally parked in any residential area - Traffic Bylaw 5590
Overweight vehicles may be tagged and towed
No cost for permits

Restrictions

Valid vehicle registration(s) are required for new applications
Updated vehicle registration(s) are required upon each renewal
If registration doesn’t match the address for the permit, a Temporary Residential Parking Permit may be required in the interim
Temporary residents or applicants using a vehicle registered to an individual other than the applicant will only qualify for a Temporary Residential Parking Permit
Vehicles registered to a post office box or a business are not eligible
Passes are non-transferable

Criteria for Permits

A registered vehicle must be identified to issue a permit to an address.

Parking in restricted areas is a violation for residents if a valid permit is not displayed.

All Applicants

Provide valid driver's licence with a residential address in the parking restricted area

Annual Permits

Provide motor vehicle registration documents

Temporary/Visitor Permits

Business vehicle resident has to drive:

Letter of authorization, on company letterhead, from the business indicating the business vehicle is required to be used by the applicant for business purposes
Other verifiable documentation like a utility bill with the address in the name of the resident
Permit issued for specific vehicle only and not to the business that owns it

Vehicle registered to someone else's and different address from the resident:

Motor vehicle registration documents
Letter of authorization from the registered owner indicating that the applicant has approval to use the vehicle
Other verifiable documentation like a utility bill with the address in the name of the resident

Vehicle registered to resident and out-of-city or out-of-province address:

Motor vehicle registration documents
Other verifiable documentation like a utility bill with the address in the name of the resident

Annual Parking Permit

Allows residents within a Residential Parking Program area to park their vehicles on the street. There is a maximum of 2 annual permits per household.

The following are required for an annual parking permit:

Valid Vehicle Registration (for each vehicle being applied for)
Completed Application Form (no third party applications will be accepted)
There is a maximum of 2 annual permits per household

Renew Permit

Annual residential parking permits can be renewed online.

The neighbourhood will have signs along the streets stating "Except Residents With Valid Permit,"
A renewal letter and annual permit is sent out each year

Visitor Parking Permits

Allows visitors to park adjacent to or in close proximity of the address on the permit.

Available for residents in Rossdale, Royal Gardens and Windsor Park (UA-4) parking programs
No cost for permit

Temporary Parking Permit

Allows visitors to park for renovations, out-of-town guests, seniors, disabled persons and one-time social events like weddings.

No cost for permit

Waste Bin, PODs or Sea-Can Placement Permit

Allows residents to place a waste bin, POD or Sea-Can on the City road right of way.

Allow a minimum of 2 business days for review and processing
Approved permit will be emailed or faxed

Residential Parking Restrictions

When major events occur in Rossdale and Commonwealth neighbourhoods parking restrictions will be in effect.

Parking restrictions are in effect during major events schedule times
Must display a valid permit to park during major events
Vehicles parked without valid permits may be fined $100 and towed
Vehicles that drive across a sidewalk or boulevard where there is no curb crossing can be fined $250
Must be a resident to get a residential parking permit
Temporary parking permits for guests must be applied for one week before an event

Fines

Operating without a business licence is $400
Operating without a development permit is $1000
