The Leisure Access Program (LAP) allows eligible low-income Edmontonians to access participating City of Edmonton recreation facilities through an annual pass or a subsidized monthly pass.

All applicants will automatically be considered for the Ride Transit Program.

There are exciting new opportunities for applicants to our programs. Those who fall under the Low Income Thresholds may be eligible for a 2-year approval term. Those who apply using AISH documentation may be eligible for a 5-year approval term. See the Who Qualifies section for more information. 

Those eligible for a retroactive extension to their membership will be contacted via mail prior to the end of their current approval term. 

What is Included?

Annual Program

The LAP Annual program term length is determined by the qualifying documentation used when applying. There is a $5 fee to replace lost membership cards. The LAP Annual program includes:

  • Unlimited, free admission to participating facilities
  • 75% discount for Adults/Seniors for registered programs (3 per year)*
  • 75% discount for each Child for registered programs (4 per year)*
  • Access to the drop-in Child Minding service at Clareview, Commonwealth, Kinsmen, The Meadows, and Terwillegar recreation centres
  • Access to 1 bucket per day at Victoria Driving Range
  • One Free Youth in Action course registration per approved youth
  • Access to drop-in Shinny and Member Skate
  • The Waste Services Reuse Centre (6835 83 St NW) reopened in January, and to celebrate their 15th anniversary they have removed all fees for 2022. This circular economy resource accepts over 200 unique household items from residents and makes them available to organizations and individuals for reuse

Note: Access to rental discounts and the Terwillegar Club Membership (and its amenities) are not included in the annual program.

*1 round of golf is considered 1 registered program. Tee times must be booked in advance.

*One Reuse Centre workshop is considered 1 registered program.

*No discounts on trainer programs: Fitness Consultations, Fitness Appraisals, Personal or Small Group Training and Nutritional Consultations. Discounts can be applied to regular instructor-led registered programs.

Monthly Pass

Monthly pass holders are entitled to:

  • Discounted monthly admission to participating facilities

    • Individual: $20/month 
    • Family: $70/month
  • Access to the drop-in Child Minding service at Clareview, Commonwealth, Kinsmen, The Meadows, and Terwillegar recreation centres
  • Access to drop-in Shinny and Member Skate

Qualification

The City of Edmonton is proud to introduce an expanded Leisure Access Program that is more accessible for more low-income Edmontonians. If you didn’t qualify before because you were over the previous income threshold, then you might qualify today. 

Who Qualifies?

1-Year Term

You may qualify for an Annual Term (1 Year) if you are an Edmonton resident and one of the following applies:

  • You are a recipient of Government of Alberta Income Support, Learner's Income Support, or Foundational Learning Assistance
  • You are a new Permanent Resident or a Refugee (To qualify, you must have been in Canada less than one year and are not yet eligible to file a tax return)
  • You receive the Canada Pension Plan - Disability Benefit (Only the CPP-Disability benefit can be used to qualify for LAP.)
  • You are a child under government care
  • You are a Ukrainian national who arrived in Canada on or after February 24, 2022.
  • Your 2021 combined household income is equal to or below the amounts* listed below:

  • You are an AISH (Assured Income for the Severely Handicapped) recipient
    • Note: Eligible dependants aged 14 or older will qualify for 1-4 years, expiring on/after the youth turns 18 years.

Monthly

You may qualify for an Annual LAP Monthly approval if you are an Edmonton resident and the following applies:

  • Your 2021 combined household income is equal to or below the amounts* listed below:

**Eligible households are considered yourself, your partner/spouse and dependent children 17 years of age or younger (dependents who are over the age of 17 will need to submit a separate application form with their own income and address verification documents).

To calculate total household income, add the total incomes (Line 15000) of you and your partner/spouse’s (if applicable) 2021 Notice(s) of Assessment (NOA). You are eligible if your total household income is equal to or less than the amount shown above with the number of eligible household numbers.

Who Does Not Qualify?
  • Those who live outside of the City of Edmonton
  • Those who have a household income higher than the range shown above for the LAP Monthly Pass
  • Full-time students at the University of Alberta, NAIT or MacEwan University without children
  • Those who hold a temporary residence visa/permit in Canada (Visitors Visa, Work Permit, Study Permit)  and are not able to submit a Notice of Assessment or a Permanent Resident/Refugee document. 

Any appeals to declined applications must be received within 90 days of the date stated on the decline letter.

    • Required Income Verification, such as:
      • 2021 Notice of Assessment (NOA)
      • Assured Income for the Severely Handicapped (AISH) Paper Health Benefits Statement (found on the monthly Direct Deposit statement) dated within the last 3 months
      • 2021 Canada Pension Plan T4A(P) form showing credits for the Disability Benefit
      • Income Support Health Benefits Card - MUST include budget information (found on the monthly Direct Deposit statement) dated within the last 3 months
      • Learner’s Income Support or Foundational Learning Assistance Funding Decision Letter
      • Confirmation of Permanent Residency Documentation (sometimes referred to as Landing Papers, all entry dates must be less than 1 year from application date)
      • Refugee Protection Claimant Document (issue date of document must be less than 1 year from the application date) 
      • Delegation of Powers Document (Children under government care)
      • CUAET Visitor Record, CUAET Work Permit, Counterfoil Visa, Ukrainian Passport and Foil-less Visa, or Ukrainian Passport and Canadian Entry Stamp on or after February 24, 2022
    • Eligible Dependant Verification (if applicable), such as most recent CCB/ACB/GST notice
  3. Individuals under government care or custodial care should also submit both of the following documents:
