Storage Tank Permit

Building owners and certified contractors must apply for a storage tank permit to remove, install or alter tanks located within the City of Edmonton through the application process outlined below.

Edmonton Fire Rescue Services is the Authority Having Jurisdiction (AHJ) in the City of Edmonton for the installation, removal or alteration of flammable and combustible liquid storage tanks. 

These requirements also apply to tanks that contain windshield washer antifreeze which has been classified as a 1C flammable liquid.

When are permits required?

The National Fire Code - 2019 Alberta Edition mandates that permits are required for petroleum storage tank installations, removals* or alterations. This includes:

  • Outside aboveground storage tanks (AST)
  • Underground storage tanks (UST)
  • Inside building storage tanks
  • Waste oil storage tanks

*A permit is not required for removal of storage tank systems where all components are aboveground.

Application/Permit Process

  1. Create a business account allowing either one or multiple employees to have access. Businesses may create Administrator privileges that give individuals in their organization permission to add or delete staff, change business attributes or revise contact information at the discretion of the original applicant.
  2. Review the requirement check sheets below.
  3. Complete the Permit Application to install or remove storage tank system(s).
  4. Edmonton Fire Rescue Services will review the documentation to verify full compliance with the National Fire Code - 2019 Alberta Edition. If compliance is verified, a storage tank installation permit will be issued.
  5. The installation, removal or alteration must be performed by a Petroleum Contractor approved by the Safety Codes Council.
  6. When the installation is complete, a site inspection is required prior to the storage tank being filled.
  7. Once the final inspection of the installation is complete, a Permit Service Report (PSR) will be issued.
  8. All tank removals require the  Underground Storage Tank Removal/Decommissioning Report to be completed and submitted prior to a PSR being issued. A permit is not considered complete until this document has been received and accepted.

NOTE: All aboveground storage tanks with a capacity greater than or equal to 2500 Litres and all underground storage tanks within the City of Edmonton are required to be registered with Edmonton Fire Rescue Services. A Storage Tank System Registration form (available through the "Apply for Tank Permit" button below) must be submitted. Once received and reviewed, a Tank Registration Certificate will be issued, allowing the tank to receive product.

Storage Tank Registration

Effective June 15, 2021, Edmonton Fire Rescue Services implemented a Storage Tank Registration Process within the City of Edmonton that replaces the previous storage tank registration system by the Petroleum Tank Management Association of Alberta (PTMAA). Owners/operators of storage tank systems within the City of Edmonton are required to submit an annual registration application.

When are tank registrations required?

  1. Aboveground storage tanks with a capacity greater than or equal to 2500 Litres and all underground storage tanks are required to be registered.
  2. When registering multiple sites, complete a separate registration form for each site.
  3. Where a storage tank is divided into two or more compartments, each compartment is considered a separate part of the storage tank system and shall be registered separately.
  4. The registration fee is $75.00 per tank.

If the storage tank system is in compliance with all applicable requirements of the National Fire Code - 2019 Alberta Edition, Edmonton Fire Rescue Services will register the storage tank and issue a registration certificate.

A registration certificate:

  • Expires on August 31 every year
  • Is valid only while the storage tank remains at the location described in the certificate
  • Is not transferable 
  • If the annual registration is not renewed, Edmonton Fire Rescue Services may cancel the registration of a storage tank and revoke the certificate

The owner is required to have documentation on-site showing that the tank is registered and that the registration is current. The registration certificate must be displayed on the premises where the storage tank(s) are located.

Inspections

When to Book an Inspection

  • Tank removal or installation

  • Pressure test of tanks and lines

  • Product first fill

  • Final occupancy and/or building permit closure in conjunction with the City’s permit process

How to Book an Inspection

When you are ready for an inspection, please reference the permit number and leave a message with the Fire Prevention Branch (780-496-3628) or email fueltankinquiries@edmonton.ca.

Extra or After-hours Inspections

A fee for an inspection related to the installation or removal of flammable/combustible fuel tank per member, per hour, plus expenses shall be assessed for an inspection that exceeds a reasonable time frame and for every additional re-inspection required as a result of any of the following:

  • failed inspection
  • Inspection incorrectly called for
  • Installation not prepared for inspection
  • Previously identified deficiency not corrected after a request for inspection has been made
  • Failed testing procedures

An after hours fee for costs related to overtime will apply for inspections requested outside of regular office hours.

Fees for a permit application consists of

  • 3 hours charged at the rate for an Inspection related to the installation or removal of flammable/combustible fuel tank per member per hour plus expenses

and

  • Fee for plans examining and letter of compliance related to the installation or removal of flammable/combustible fuel tank
