About Alley Renewal

The Alley Renewal Program outlines a cost effective, long-term strategic approach to renew and rebuild alleys. The program, approved in December of 2018, aims to improve the conditions of alleys across the City over the next 25 years. 

The approved strategy will require approximately $22.3 million (by 2022) annually for the next 25 years. This program will be funded by an increase to the Neighbourhood Renewal Tax Levy. This levy includes a City-wide contribution and not just a contribution from property owners with back alleys.

Program Details

Alley Renewal involves alley reconstruction and repaving, improvements to surface drainage where possible, and upgrading of existing alley lighting to LED fixtures. It also includes the opportunity for a local improvement to add alley lighting if property owners are interested.

To support planning and design, utility location and assessment will take place over the winter and spring for some of the upcoming projects. When this work is underway, you may notice surface markings (paint and flags) and small, temporary holes covered with steel plates. These holes will be restored once surveyors collect location and elevation information. Ahead of construction, residents will be advised of any tree and shrub pruning or removal that may be required.
